I'm Tara, a proud mom, HR professional and your City Councilor for District 4. I first ran for the office to help build a better future for my kids, one where they can grow up in a safe, thriving Duluth with strong neighborhoods, reliable services, and real opportunity.
I bring over a decade of experience building strong teams and delivering results across diverse industries, from retail and engineering to insurance and healthcare. I’ve led with common sense and compassion, always focused on improving workplace culture, growing revenue, and solving real world challenges. I bring that same mindset to City Hall.
Over the past year, we have made progress, but there is still more work to be done. That is why I am seeking your support to continue fighting for: Infrastructure, Strong Economy, Strong Families and Public safety you can count on.
I’m running for re-election to continue doing the work with integrity, accountability, and a deep commitment to the community we’re raising our families in.
Streets, water, and infrastructure aren’t extras—they’re core city services essential to our families’ health, safety, and daily lives. I ran for City Council to focus on these fundamentals, including improving Duluth’s snow emergency response. With critical support from city staff, I actively participated in developing our updated snow emergency plan to keep streets clear, safe, and accessible all winter.I’ve also supported major infrastructure projects, including lead line replacements to protect our drinking water and community conversations that paved the way for the transformative work on West Skyline Parkway. There’s still important work ahead with the West Superior Street project in Lincoln Park, as well as improvements on 24th Avenue/Piedmont Avenue, and Central Entrance. I’m committed to collaborating closely with the county, city, and neighbors to see these projects through and deliver lasting results.
A strong economy starts with strong families—and that means access to good-paying jobs, thriving local businesses, and attracting new businesses to grow our commercial tax base and support city services. I’ve consistently championed smart development and, as a board member of the 1200 Fund, helped small businesses start, grow, and thrive—keeping our talented workforce right here in Duluth. I’m also proud to support our veterans and military families by ensuring Duluth remains a welcoming, opportunity-filled community where their service is respected and their contributions are valued.
Public safety is the foundation of a strong community. As a parent, I want every child to grow up feeling safe and supported. I fully support our police, fire, and first responders, and I fight for the tools, training, and staffing they need to protect every neighborhood. I’ve supported ordinances that give both our public safety officials and community members the resources they need to succeed, while also holding firm on the importance of accountability. Safety and trust go hand in hand, and have proven that I’m committed to both.
Housing remains one of our most pressing challenges. I’ve supported efforts to rehab what we have and build what we need because housing needs to work for everyone. I backed a tax levy increase for the Duluth HRA to expand its impact and supported funding for the Tenant-Landlord Connection program, which helps improve housing quality and strengthen relationships between renters and property owners. I’ve also challenged our affordable housing leaders to deliver on their action plans, because progress requires both accountability and action. As Duluthians we need to think differently and stay open to new ideas and visions for our future. That’s how we’ll build a housing landscape that truly supports a community we are proud to call home.
